work force planning, business process reengineering, staffing standards development, acquisition planning and development, and quality assurance support. WPCE is a Service Disabled, Veteran Owned small business founded in January 2005 and incorporated in the State of Virginia in 2006. Awarded a GSA MOBIS Contract in 2011, WPCE now offers federal agencies streamlined access to WPCE services to improve their management and organizational effectiveness through this Federal Supply Schedule contract.
 
WPCE was first registered in the VetBiz.gov VendorInformatiuon Pages database in 2012.  That registration has been renewed in 2014 and again in 2016.

WPCE has applied its industrial engineering expertise to workforce management projects for agencies of the federal government. WPCE has supported the government’s A-76 competitive sourcing program, developed performance work statements (PWS), performance standards and performance requirements summaries (PRS), and quality assurance surveillance plans (QASP). WPCE employed this A-76 expertise to support the U.S. Immigration and Customs Enforcement in its initiative to perform a competitive sourcing study of support activities in their detention facilities. Because of its strong background in the evelopment of engineered and statistical based staffing standards, WPCE was engaged by Grant Thornton LLP for a twoyear effort to develop staffing standards for air traffic controllers in the Federal Aviation Administration.

WPCE provides the wide spectrum of acquisition support, performing market research, conducting vendor surveys, hosting industry conferences, and preparing sources sought announcements. Understanding “downstream” contract activities, enables WPCE to appreciate the ramifications of decisions already made during development of PWSs. Based on that experience and expertise, WPCE was engaged by the U.S. Army Corps of Engineers to develop a performance-based acquisition to support contingency operations throughout the U.S. Army Europe (USAREUR) area of responsibility. The result was the USAREUR Support Contract for which WPCE developed the PWS, PRS, all technical exhibits, the QASP, the Contract Schedule, the Independent Government Cost Estimate, Instruction to Offerors, and the Evaluation Factors for Award. WPCE provided presentations at the preproposal conference and site visits and prepared draft responses to offeror questions. WPCE provided this same level of support to the Walter Reed Army Medical Center (WRAMC) to rewrite its facility maintenance contract.
