(Under the Multiple Award Schedule (MAS) Program, the General Services Administration (GSA) establishes long-term Government-wide contracts with commercial firms to provide Government agencies with access to a wide variety of commercial supplies (products) and services. The MAS Program enables Government agencies to purchase commercial supplies and services quickly, efficiently, and at fair and reasonable prices.)

When "easy-to-use" Multiple Award Schedule ordering procedures are us followed, either directly from the GSA Schedule or through GSA Advantage!, orders placed through WPCE’s MOBIS Contract are considered to be issued using full and open competition and 
price is already determined to be fair and reasonable.

 Program Manager


Functional Responsibilities: 
Manager for multi-project programs for consulting services, acquisition management, or program/project management services. Directly supervises WPCE project directors and is responsible for all projects being performed for agency/ agencies. Responsible for all deliveries for all projects assigned ensuring that performance of each project is on-schedule, on time, on-budget, and meets all performance requirements. Can also serve as program manager or project director providing leadership and project planning for complex agency projects. Has authority to obligate WPCE resources. Manages and controls all financial and administrative aspects of the program/project with respect to contract requirements.

Minimum Years of Experience: 
Fifteen (15) years of management and supervisory experience in the foregoing functions.

Minimum Educational/Degree Requirement: 
A Master’s Degree in Engineering, Business Administration, Public Administration, Human Resources, or related discipline from an accredited college or university.

Substituting Experience for Education:
 Five years additional experience adds one degree level – e.g., a Bachelor’s Degree and twenty (20) years of management and supervisory experience will satisfy the requirement for a Master’s Degree.

 Project Director



Functional Responsibilities: 
Manages a single project composed of multiple tasks and requiring multiple skills for consulting services, acquisition management, or program/ project management services. Directly supervises WPCE task managers and other WPCE professionals assigned to the project. Develops project work plans, budgets, and staffing requirements. Responsible for all project deliveries ensuring that performance of each project is on-schedule, on time, on-budget, and meets all performance requirements. Primary interface with Government representatives on project issues. Supervises project team; develops project work plans, and directs execution of the project. Provides progress verbal/written project progress reports and controls financial and administrative aspects of the project with respect to contract requirements. Can also serve as independent quality control reviewer for other projects.

Minimum Years of Experience: 

Twelve (12) years of management and supervisory experience in the foregoing functions.

Minimum Educational/Degree Requirement: 

A Master’s Degree in Engineering, Business Administration, Public Administration, Human Resources, or related discipline from an accredited college or university.

Substituting Experience for Education: 

Five years additional experience adds one degree level – e.g., a Bachelor’s Degree and seventeen (17) years of management and supervisory experience will satisfy the requirement for a Master’s Degree.

 Senior Consultant/ Senior Engineer


Functional Responsibilities: 
Manages a single project or task focused on a single discipline for consulting services, acquisition management, or program/project management services. Acts as WPCE task manager supervising WPCE professionals assigned to the task/project. Develops task work plans, budgets, and staffing requirements. Responsible for task deliveries ensuring that performance of each task is on-schedule, on time, on-budget, and meets all performance requirements. Primary interface with Government representatives on technical issues. Supervises task team operations; develops work plans, procedures, and protocols, and directs execution of the task.

Minimum Years of Experience: 

Eight (8) years of supervisory and consulting/ engineering experience in the foregoing functions.

Minimum Educational/Degree Requirement: 

A Master’s Degree in Engineering, Business Administration, Public Administration, Human Resources, or related discipline from an accredited college or university.

Substituting Experience for Education: 

Five years additional experience adds one degree level – e.g., a Bachelor’s Degree and thirteen (13) years of supervisory and consulting/ engineering experience will satisfy the requirement for a Master’s Degree.

 Management Engineer


Functional Responsibilities: 
Lead investigator for projects/large tasks requiring analytical or engineering expertise to include analytical disciplines such as: cost analyst, or management engineer (reengineering, industrial engineering, competitive sourcing analyst; and/or cost-benefit analyst). Provides consulting services for management studies; Develops acquisition documentation including Most Efficient Organizations, Performance Work Statements, Quality Assurance Surveillance Plans, Performance Requirements Summaries; Technical Exhibits; Independent Government Cost Estimates and other documentation required. Performs work flow analysis, organizational effectiveness, and cost-benefit studies. Develops study methodology, data collection plans. Serves as the technical interface with Government technical experts. Operates independently with minimal technical oversight when working within technical subject area.

Minimum Years of Experience: 

Five (5) years of experience providing management analyst or management engineering services.

Minimum Educational/Degree Requirement: 

A Bachelor Degree in Engineering, Statistics, or related discipline from an accredited college or university.
